One of the simplest ways to forecast the weather is to assume that it stays the same. This is called "persistence".
Although this might seem daft, in many places the weather does stay the same for long periods - southern California in the summer, for example.
It also seems to work in the longer term. If the last three months have been rainy, it is more likely that the next three months will also be rainy.
